Arunachal to have own Forest Act

Itanagar, Oct 08: Arunachal Pradesh which follows the Assam Forest Regulation Act (AFRA), 1891, will enact its own Forest Act to protect virgin forests and flora and fauna in the state, Principal Chief Conservator of Forests B S Sajwan and Principal Secretary Environment and Forest said today while addressing a press conference here at Arunachal Press Club.

"We are serious about framing our own forest laws to protect the state’s biodiversity," Sajwan told  the media persons. Without divulging the timeframe by which the act would be ready, he said "It will be a time taking process and we will have to discuss the pros and cons with stakeholders before framing the laws."

To a question on impact of construction of hydro power projects in the state on environment, Sajwan said that the ministry of environment and forest conducted Environment Impact Assessment before giving approval to any project.

On the Forest Protection Force and Special Tiger Protection Force which was approved by the state assembly recently, the PCCF said "The Centre has sanctioned a STPF company especially for Pakke Tiger Reserve in East Kameng district and has agreed to bear all the expenditure.

"We are also going to submit a similar proposal soon for Namdapha Tiger Reserve in Changlang district," he said. Sajwan also informed that Arunachal will participate in XI conference of parties’ convention on Biological diversity (COP11) which begins today at Hyderabad. On 18th October Arunachal team will make various presentation highlighting rich biodiversity and culture of state. The team led by Bamang Felix, chairman, Arunachal State Medicinal Plant Board includes Chief Conservator of Forests B S Sajwan, officials of medical plant board, community based groups. The delegation comprises of 25 people.

 

 

9 legislators switch loyalties to Congress

Strength of ruling Cong rises to 55

ITANAGAR, Oct 08: In a dramatic move, nine legislators of Arunachal Pradesh Legislative Assembly —four from All India Trinmool Congress (AIT) and five from Nationalist Congress Party (NCP) -- have switched their loyalties to Indian National Congress (INC) today, according a bulletin released by Arunachal Pradesh Legislative Assembly.

Four AITC legislators out of total five, who have joined INC, are Tapuk Taku of Seppa East Assembly Constituency, Tani Loffa of Seppa West A/C, Karya Bagang of Chayangtajo A/C and Kamthok Lowang of Khonsa East Assembly Constituency. The five NCP legislators, who have switched their loyalties to INC include Alo Libang of Tuting Yingkiong A/C, Ralom Borang of Mebo A/C, Bamang Felix of Nyapin A/C, Techi Kaso of Itanagar A/C and Jomin Tayeng of Dambuk A/C.

With the joining of nine legislators in INC, the total strength of the ruling Congress Party rose from 46 to 55. Four MLAs of People’s Party of Arunachal (PPA) had already joined Congress in February.

Bharatiya Janata Party (BJP) has three legislators in the house of 60 besides an independent candidate.

 

 

Dibang Valley worst hit by nature’s fury

ANINI, Oct 08: The incessant rains in Dibang Valley district for the last one month have caused untold sufferings and damages to roads, porter tracks, bridges, culvert, retaining walls etc. along Roing-Anini and Etalin -Maline roads.

Massive landslides and erosion have occurred in numerous places washing away formation of road from Roing to Etalin. Though restoration works have started rain is hampering smooth progress of the work, Border Roads Organization (BRO) reported.

Reportedly, the blasting materials which were being used by BRO in Etalin- Angolin sector got exhausted. However, the District Administration has directed the PWD to provide blasting materials available with it to BRO on return basis. The cement concrete porter track and log/suspension bridges were either damaged or washed away during the recent rains. The departments concerned have been directed to inspect the damages and submit reports immediately. The trench weir, the power channel and penstock pipes of the Anini-Angolin Micro Hydel,Chini-Ahfra Micro Hydel at Amuli, Aline Micro Hydel and Anaya Micro Hydel have also been completely damaged. The Hydro power Department has been asked to assess the damages immediately.

The essential commodities meant for the villages of Aneli, Maline area in Etalin circle and Arzu circles, which could not be dispatched due to disruption in surface communication from Roing to Etalin, were reportedly damaged due to incessant rain. The patients with serious ailments and passengers have also been stranded in the district.

Though Indian Air Force (IAF) were requested to air drop essential commodities in all affected places, like Anini, Aneli, Maline and Etalin and lift the patients and passengers in the back sorties, nothing has been materialized so far. DIPRO

 

 

Social service conducted in flood affected area

Pasighat,Oct 08:  A mass  social service was organized at flood affected GTC area in Pasighat, East Siang district under the initiative of Oni Panyang, president 38 East, Arunachal Youth Congress (AYC).

The main agenda of the social service was to extend help to flood affected people in their resettlement and clean the area.

Panyang appealed one and all to extend their helping hands to the affected people in the hour need.

“As a human being, it is our moral duty to extend help each other at the time crisis,” he said

The four-day social service which began on October 4, was participated by many prominent figures like Apur Bitin, Superintendent of police, John Apum, a social activist, Maglek Jamoh, Tabor Tapak, Supretendent Tax & Exise besides common public.

DC calls for judicious use of fund

SEPPA, Oct 08: East Kameng deputy commissioner Tope Bam asked the executing agencies for judicious utilization of fund sanctioned for construction of 15 schools in the district without compromising on quality.

Addressing a review meeting of the district level monitoring committee on SSA at his office hall recently, Bam asked the BRCs and CRCs to monitor the work progress in their respective jurisdiction to ensure quality. He cautioned of unannounced checking by the authority.

Talking on absenteeism by teachers, the deputy commissioner said that strict action would be initiated against all absentee teachers. He directed the BRCs and CRCs to inspect the schools regularly and to maintain assets and inventory register of each school of their jurisdiction properly to avoid duplicacy of funding from various sources for the same purpose. Deputy director of school education (DDSE) Kata Rangmo while presenting the progress report under SSA, informed that Rs 22 lakh each was sanctioned for 15 schools under EGS school upgradation programme in 2011-12.  He urged the stakeholders to co-operate and maintain quality of works. He said that photographs of the works during layout, course of the works and finished works duly signed by BRC would be a must.

Vijoy Sonam , DPO Cum Secretary NES advocated that any proposal of schemes related to school should come from DDSE whether it be BADP,MACP, in order to do away with duplicacy . He was also of the view that joint verification of works and tours among officers of various departments were required.

Zilla chairperson Sepi Bagang suggested the BRCs and CRCs to work in close consultation with PRI members and villagers.

The meeting resolved to procure solar lamps, mini diesel generator sets for those school where there is no provision of electricity. The meeting also decided to refer the various problems of upgraded Govt. Higher Secondary School Pampoli, inclusing shortage of teachers to the state government. DIPRO

 

 

Flood ravaged Anjaw facing acute ration shortage

ITANAGAR, Oct 08: Explaining in a choked voice the devastation land-locked Anjaw district suffered by the nature’s fury, deputy commissioner CS Jeinow said that connectivity would remain a distant dream for next few months and pleaded the state government to declare the district air-fed one.

Taking to this daily after the mobile service snapped since September 16 last was restored today, he said the flood-related death toll went up to five from three.

The torrential rain-triggered landslides and slips brought so much devastation that most of the roads, major formation cuttings, bridges, culverts, porter tracks and foot suspension bridges (FSBs) have been washed away delinking the district from the rest of India and it may take months together to restore, he informed.

“I have never experienced such devastation in my 34-year of service career,” the DC said, adding 58-km Hayuliang-Hawai BRTF road is being restored at 21-km point by pressing PWD JCBs into service to assist the BRTF, which is facing labour and ration crisis. The BRTF was given a quintal of rice Sunday.

Hayuliang ADC has deployed RWD men and machines engaged in PMGSY road to help BRTF restore the Hayuliang-Mompani-Tezu road.

About 200 mtr formation cuttings of Hayuliang-Tezu road, also of Hayuliang-Kibithoo road, 19-km Goiliang-Hayuliang PWD road and FSB between Kibithoo and Kaho have been washed away prohibiting people from travelling even on foot, while the road to Chaglagam, Wallong and Kibithoo are completely gone, to cite few examples, he said.

The district has been facing acute shortage of essential commodities for which most of the BRTF labourers had gone. Though few ration sorties reached Hayuliang with rice against 32 approved by the GoAP, but sending it to even nearby places was a herculean task with no road. The physical verification to assess losses is impossible, he reasoned though he has been on his foot all through the monsoon rainy days.

The 500 kw Mattinalla micro hydel project (MHP) at Chengqinty has been restored temporarily after conducting social service by the district disaster management agency headed by the DC, while efforts are on to restore the 500 kw Teepani MHP, which was damaged by massive landslides and heavy siltation. The 200 kw Yapak at Wallong, 30 kw Donai at Kibithoo and 10 kw Kahao MHPs have also been damaged badly, the DC disclosed. Kahao is the last border village at India-China-Mynamar tri-junction which boasts of 24-hour power supply and even feeding the Army personnel guarding the border.  

The district was way ahead in executing hydro projects but regrettably the incessant rain damaged 16 mw Halaipani, 400 kw Langpani, 200 kw Kachopani, 60 kw Maipani, 100 kw Ashapani and 100 kw Thapani hydel projects which were about to be commissioned, he informed and pleaded for funds for restoration.

The entire district administration has put its strength against all odds but fighting against the nature was impossible, he said, reiterating his plea for declaring the district air-fed to facilitate transportation of men and materials both ways.         

With massive restoration on, the DC said connectivity would be established only after restoring the FSBs, porter tracks and log bridges, the lifeline of the hilly district, for which immediate funding is essential.

It may be mentioned here that considering the hardship of the people, Chief Minister Nabam Tuki has approved 32 ration sorties for the district at the request of his economic adviser, Kalipko Pul.

 

 

Power situation in East Siang reviewed, Siram appeals for cooperation

PPWC declares 72 hrs East Siang bandh

ITANAGAR, Oct 08: The actions taken by Department of Power and Hydro Power Development to address the power crisis in Pasighat township in particular and East Siang district in general are not at all adequate and people could not keep themselves assured on mere assurance only, said 38th Pasighat East Assembly Constituency MLA cum Education Minister Bosiram Siram today while addressing a Pasighat power crisis meeting held in his office chamber at Itanagar today.

The meeting was attended by S K Saxena, Secretary (Power), Er. T Mara, CE, Power, Central Zone and Er. Atik Miyu, SE (HPD).

Siram, being an elected representative of the constituency, while expressing his concern for the people of the constituency said that acute and prolonged power crisis has brought the normal activities to all sections of people to a virtual grinding halt and the present power crisis has become more serious and critical due to heavy incessant rainfall and natural calamities.  He also conveyed the anxiety of the common people to Chief Minister Nabam Tuki and Minister (Power) Tanga Byaling. Subsequently,  Tuki and Byaling have categorically instructed that by any means the suffering of the people due to power crisis should be resolved and whatever fund required will be provided by State Government, in spite of its acute financial constraints, Siram informed.

Chief Engineer (Power), Central Zone Er. T. Mara informed that 33 KV  Control Panel of Grid Sub-Station at Aalo failed due to failure of insulation which resulted power blackout in three districts of West Siang, Upper Siang and East Siang.

He further said that partial restoration of power could be restored to Aalo but still there is complete darkness at Pasighat. He attributed to this problem due to non-functioning of hydel power station in East Siang district. Non-completion of 132 KV Line from Aalo-Pasighat due to uncertain fund resources and ROW problem, major overhauling and repairing of 33 KV out-going panel of Grid Sub-station at Aalo due to technical failure of 33 KV Control Panel and non operation of Diesel generator has affected normal power supply to East Siang and the entire district is reeling under darkness.

However, an alternative source have been evolved by formulating a project of 33 KV Line i/c switch-gear equipment that link power supply from Assam to Arunachal from Jonai Inter-State Power Exchange Pt. under APDCL. He also said that presently an interim arrangement is being made by which 1 MW of Power is being fed from Jonai in let point at 11 KV voltage and supplied to Pasighat town.

SE. HPD Er Atik Miyu informed that Rina Hvdel is ready for supply of 1200kw power. However,  Yembung Hydel will take some time for normal functioning and he assured that damaged power panel will be restored within November 20 next.

Later the house resolved that secretary power will issue a letter to Assam State Electrical Board for supply of additional 3 MW of electricity from Jonai Inter State Power Exchange point.

The house also decided that  CE, Hydro Power will depute one of his Officer for spot assessment of Rina and Yembung Hydel Project. Both the CEs will submit detail Project Report indicating requirement of fund within 2-3 days.

Meanwhile, Siram appreciated the efforts being made by PPWC for common causes of the Citizens of Pasighat area in general and East Siang district as a whole. He appealed to PPWC to co-operate with the Government and not to resort in any kind of agitation which ultimately adds more sufferings to the people. He hopes that the Power Crisis of Century old township will be resolved soon.

Meanwhile Pasighat Peoples’ Welfare Committee (PPWC) has also conducted a general meeting  at Pasighat today regarding the power crisis issue in East Siang district.

The house unanimously resolved to go ahead with its 72 hours East Siang bandh from October 16-18 due to non-fulfillment of their demands for immediate restoration of power supply in the district.

PPWC Chairman Okom Yosung said the entire district is completely reeling under darkness since September 19 last but the government did not take any initiative to improve the power crisis in the district.

He further urged the power department not to raise consumer bills of last three months.

Expressing his dismay, Yosung said except education Minister Bosiram Siram other MLAs and MP (LS) who represent East Siang District did never raise the issue at the government level.

Yosung informed that people of Bogong and Bosing Banggo, Ramle Bango, Legong Bango, Mebo Bango and Pangin Boleng have also come forward to strengthen the movement. Apart from these group senior citizens, retired officers, all political party activists, PRI members, women welfare organizations, students unions and general public who attended the meeting have also assured to extend their support to PPWC, he added.

 

 

NULM  to improve living condition of urban poor

ITANAGAR, Oct 08: The proposed National Urban Livelihood Mission (NULM) would create job opportunities to poor thus improving their living condition, hoped Taba Tedir, Chief Engineer-cum-Director, Department of Urban Development and Housing,

Inaugurating a two-day state level workshop on the proposed National Urban Livelihood Mission and Rajiv Awas Yojana here today, Tedir informed that the Centre has launched the Rajiv Awas Yojna in order to improve the housing conditions, infrastructural amenities and making the cities slum free.

Highlighting issues related to urbanization and urban poverty, Tedir said that slum dwellers are living in old and bad houses with bad structures and lack civic facilities. He advocated that property right to slum dwellers is necessary to improve their living condition.

Taring Darang, Joint Director, Deptt. of UD & Housing highlighted the importance of training and capacity building of State and District level officials for effective implementation of the centrally sponsored schemes. He urged the resource persons to educate the participants about the good practices of other sates.

J. Basar, Deputy Director-cum-Project Officer, UPA and Nixon Lego, Deputy Director (incharge) RAY, Deptt. Of UD & Housing were also present on the occasion and shared their views and addressed the participants.

Dr. Anjuli Mishra, Deputy Director, RCUES, Lucknow discussed at length about the implementation of SJSRY and convergence of social development programmes with SJSRY.

Dr. A.K. Singh, Assistant Director, RCUES, Lucknow made presentation on proposed urban livelihood mission, Community Mobilization  through self help groups (SHGs), skill development of urban poor and models of community development and State Mission of Convergence of Delhi.

The workshop is organized by the Regional Centre for Urban and Environment Studies, Lucknow under the auspices of Ministry of Housing and Urban Poverty Alleviation, Govt. of India in association with Department of Urban Development & Housing, Govt. of Arunachal Pradesh.

About 42 officials are participating in the programme including State Level Officials like Deputy Director, Urban Programme Officers, Assistant Urban Programme Officers, Engineers, Junior Engineers and Community Organizers.

 

 

Parl. sub-committee calls on CM

ITANAGAR, Oct 08: The Parliamentary Sub-Committee on Official Language, headed by its Chairman Dr Nirmal Khatri, MP, this evening called on Chief Minister Nabam Tuki here at his official residence this evening. A 13-member delegation of the Sub-Committee reached here after visiting West Kameng and Tawang for two days.

Lok Sabha MP Ninong Ering accompanied the Sub-Committee.

Welcoming the Members, Tuki urged the Parliamentarians to visit the state again and again so that their knowledge on the living condition of the people is enhanced enriching their understanding of the region.

“Our people, especially those in the interior and border areas lead a difficult life. Developmental projects in the State cannot be measured with the same yardstick used elsewhere in the plains,” he emphasized.

Tuki expressed belief that the first-hand knowledge on the terrain and lifestyle of the people gained by the Parliamentarians would enable them to voice the concerns of the state and its people.

On behalf of the delegation, Nirmal Khatri expressed gratitude to the Chief Minister and the people of Arunachal  Pradesh for their simple but sincere hospitality.

“This is an enchanting land. We have learned a lot and fallen in love with it,” he said and promised to repay the love by standing for Arunachal’s cause both inside and outside the Parliament.

The Members were unanimous in assuring to come back again and visit other parts of the geographically vast state.

 

 

Field test kit training programe begins in West Kameng

ITANAGAR, Oct 08: With objective to impart  basic knowledge and generate awareness among the Gram Panchayat members  and Village Water and Sanitation Committee (VWSC) members on safe drinking water, a month long mass training programme on handling of field test kit (FTK) organized by Public Health Engineering Department (PHED) Bomdila under National Rural Drinking Water Programme (NRDWP)  was kicked off at Singchung under Singchung Block  in West Kameng on 3rd October last.  The mass training programe will continue till 18th November and will cover the entire blocks of the district. More than fourteen Gram Panchayat, three members each from respective gram panchayat and VWSC members under Singchung block took part in the training programme.

Addressing at the function Circle Officer Rajiv Chhiduni called upon the trainees to actively participle in the training programe to gain practical knowledge on prevention of water borne diseases. He also distributed the field test kits to villagers. Assistant Engineer Nani Tade urged the participants to avail advantage from the training for personal hygiene and better health. The participants were trained how to used FTK and test drinking water and what measure should be taken to prevent the water borne diseases.  The district consultants and the block coordinators came up with pictorial manual books which enabled the illiterate villagers to understand. For better understanding a power point presentations was also made by Lab-Assistant Sanjay Mishra on how to test the Drinking Water Quality and water related transmitted diseases and it preventive measures.

Meanwhile District Consultant Lame Rida appealed the villagers to apply the knowledge practically   to prevent the water borne diseases in the District. Further he appealed all the Gram Panchayat members to render there support and co-operations to conduct such Training Programme near future.

 

 

Preparation  for state level youth festival

Daporijo, Oct 08: The District Administration and the celebration committee for the 4th State Level Youth Festival 2012 held a joint meeting here today at the Rijo Conference Hall, Daporijo to chalk out strategies and review the preparation for successful celebration of the festival from October 26 to 28.

The meeting was chaired by Larbin Nasi, Chairman of the Celebration Committee, Daporijo and attended by Deputy Commissioner, Supdt. of Police, PRI members, HoDs, public leaders and presidents and secretaries of the Bazar Committees and Colonies of the area.

Addressing the meeting,  Upper Subansiri Deputy Commissioner T Taggu enjoined all to take active part in making the festival a grand success. It was the responsibility of all to present Daporijo as a beautiful and clean place before the visiting people, the DC said and informed all to voluntarily remove/dismantle any illegal structures and stop encroachment of government property before the eviction drive by the administration.

Superintendent of police S C Yadav spoke on the importance of proper security arrangements in making such celebrations a success.

The Secretary of the Indigenous Faith and Cultural Society, G. Taja informed that about 2500 delegates from all the districts of the state and outside are expected to converge here to showcase their unique identity and culture.

Larbin Nasi, while chairing the meeting, requested all to extend their help voluntarily in making the festival celebration a successful one.

Committee of parliament visits Bumla

TAWANG, Oct. 08: The First Sub-Committee of the committee for Parliament on Official Language, GoI, which is currently on a state tour,  visited Bumla post yesterday.

The committee members praised the dedicated services of the armed forces and also interacted with the officers and Jawans posted at the border.  

Saluting the Army for their services of guarding the nation despite the difficult terrain and the harsh weather, the Committee members raised slogans of “Bharat Mata ki jai” and commended the Army for their excellent sincerity.

 Later in the afternoon, the committee members visited the Tawang Monastery and even had an opportunity to interact with His Eminence the Gaden Thri Rimpoche. The visiting committees also paid homage to the martyrs of the 1962 war at the Tawang War Memorial before leaving for Itanagar.

The team was very much fascinated by the scenic beauty of nature and the hospitality of the people and the Army of the district.

Training on potato cultivation to flood hit farmers of Barbeel

ITANAGAR, Oct  08: Krishi Vigyan Kendra (KVK), Momong, Lohit conducted a training programmes on “Scientific cultivation practices of Potato including True Potato Seeds (TPS)” for the farmers of Barbeel Village on October 6.

The subject matter specialist explained in details on scientific cultivation of Potato from tubers and seeds (TPS) for higher production.

Discussions were also held on types of manures and fertilizer to be used, cultivation practices, nursery management for TPS. The farmers were also imparted the necessary training on management of commonly occurred disease and pests and controlling measures through audio visual presentation.

The training would be immensely beneficial to the farmers as many standing crop fields of many villagers were destroyed by the recent flood. The surviving crops particularly rice, ginger, vegetables are also facing disease and pests attack after the flood.

Thirty-five farmers, including anchal Samity Member of the village attended the training programme. Farm women of Suruj and Seujipara SHGs were also participated in the training.

 

 

Soil erosion threatens existence of Lumpo Upper Primary school

ITANAGAR, Oct 08: Incessant rain over the last few weeks has plays a spoilsport in the compound of the Govt. Upper Primary School, Lumpo in the foothill areas of East Siang district.

The soil erosion triggered by incessant  rain  caused severe damages to some portions of the boundary wall and a teacher quarter. But the concerned department and administration are yet to take any corrective steps. “We had already submitted the damage report along with photographs to the A.D.C, Nari and also urged him to depute an inspection team for the spot verification, but till now, no any initiative has been taken” said headmaster of the school.   He, however, admitted that after repeated pleas, Nari A.D.C had visited the spot but did not give any assurance for  corrective measures.   Students, teaching staff and the villagers  conducted social service to prevent soil without  any fruitful results as the continuous and heavy down¬pour plays a spoilsport. With no other options remaining, the shelter-less teachers enter the classroom to stay there temporarily.

On the other hand, shortage of teacher badly affected the academic activities of the school. East Siang DDSE was apprised of  the situation but in vain. At present  there are only four teachers in the school, a release said.

Gadkari to flag off Saheed Shradhanjali Yatra

ITANAGAR, Oct  08: Bharatiya Janata Party (BJP) National President, Nitin Gadkari would flag off the “Saheed Shradhanjali Yatra” to Bumla in Tawang on October 18 at Guwahati.

The programme is being organized by the youth wing of the BJP to pay homage to martyrs of Indo-China war in 1962 with theme “Jada yaad kado Qurbani”.  The programme (yatra) scheduled to be started from Bumla  on October 2 had to be deferred due to bad road condition. Subsequently, the second phase of the programme scheduled on October 20 at Wallong in Anjaw district has also been deferred due to disruption in road communication.

Yet another bandh on Oct 17

ITANAGAR, Oct 08: Yet another bandh call loomed large over the state capital as All Capital Complex Unemployed Youth Association (ACCUYA) today declared 12 hours capital complex bandh on 17th Oct next in protesting against the district administration and the government for allegedly not fulfilling their demands. Association earlier demanded uniform eviction drive around capital complex, and cancellation of land allotment certificate issued against government quarters, construction of boundary wall and rest house at Polo Park Naharlagun and transfer of DC Capital complex for  carrying out ‘partial eviction’ drive.

 

Association conducts social service

ITANAGAR, Oct 08:  Seema Panchayat Youth Welfare Association has conducted a social service  and  successfully repaired two bridges over Parang River between Gangtung and Seema village on 2 Oct last. The association also successfully restored the two wheelers link road which was damaged by the recent landslide.

 

AAPYO  demands renovation of NH

ITANAGAR, Oct 08:   Expressing concern over the poor condition of the national highway 52A, a delegation of All Arunachal Pradesh Youth Organization (AAPYO) today met the Chief Engineer Highway  and demanded for  early renovation of said road from Banderdewa to Chimpu.   Meanwhile Chief Engineer highway has assured to look into the matter positively, the organization said.

 

Teacher quarter destroyed in fire

ITANAGAR, Oct 08:  A SPT teacher quarter kitchen house of government primary school Pinte under Mengio block of Papum pare district was reportedly burnt down to ashes on 3rd Oct last around 4.pm. The cause of accident is yet to be ascertained. It is said that timely act of villagers has saved the entire teacher’s quarter, however properties and other belonging worth lakhs rupees were reportedly lost, release claimed.

 

Skill development prog

ITANAGAR, Oct 08:   A 30 days Skill Development Programme through vocational training on Cane and Bamboo handicrafts for 100 women trainees was concluded on 3rd Oct last at Parang Community Hall under Sagalee circle. The month long programme was sponsored by Central Social Welfare Board, New Delhi and Arunachal Pradesh State Social Welfare Board, Naharlagun through CSWB Innovative Scheme  and conducted by N.N. Charitable Society. Attending the valedictory function Nabam Yakum, ASM Chairperson VIIth Sagalee Anchal Samity suggested trainees to make benefit out of it.

 

Takum’s death mourned

ITANAGAR, Oct 08:   All Taksing Welfare Society has expressed its deep shock at the demise of  Dai Takum who passed away on 4th October 2012. Late Takum was former Anchal Samiti Chairperson of 12th Tali Panchayat segment in 2004-07. Society said death of  Takum created vacuum in the society.

Gungli Welfare Society also expressed profound sorrow at the demise of member of the society Gungli (Dai) Takum. Late Takum was also chairman of Gungli Society Development Committee.

 

Association denounces bandh in capital

ITANAGAR, Oct 08: Arunachal Peoples’ Welfare Association condemned the Banderdewa Circle Intellectual Forum for threatening to launch 72 hours capital bandh.

It said that such bandh is an anti-people and anti-development activities which does not serve any purpose for the people welfare.

There is no any basic issue to support the organisation’s demand to re-store the proposed Airfield construction at Karsingsa by the people of capital region, Association said.

It further said that people of capital complex are forced to suffer  without any reason.  Expressing concern over the harassment to the people of  state capital, the Association said the state government has to take strong step  to  safeguard the rights of the people.

 

ACCSJAC  submits memo to Capital DC

ITANAGAR, Oct 08: All Capital Complex Sectoral Joint Action Committee in a representation to Deputy Commissioner, Capital Complex, appealed him to initiate cases of land regularization in capital complex immediately as approved by cabinet in June last.

The committee further urged the concerned authority to recommend for issuance of various certificate including PRC, ST, Death and land certificate to sectoral committees of capital complex.

It further urged the concerned authority to renovate state capital roads including NH 52, sector roads and also to solve the drinking water and electricity problems and immediate removal of garbage of capital complex.

The committee also appealed to the people of the state not to encroach and encourage encroachment of schools, government offices and hospital premises.

It further appealed to the dwellers of capital complex and DC Capital Complex to strictly check free movement of domestic animals in and around state capital and added that the concerned department and the district administration should strictly maintain the Right to Way in capital complex to avert traffic congestion.

 

Free medical camp at Menchuka

ITANAGAR, Oct 08:  The Arunachal Scouts reached out to the people of Menchuka town yesterday to provide much needed medical assistance.

A medical team of 356 Fd Hospital comprising three medical officers, including a specialist and a dental surgeon along with support staff provided free medical and dental check up to the patients. The doctors also provided some important general health tips to the people to avoid some common diseases. The opportunity was also utilized to educate the youth of the area about recruitment in 1 Arunachal Scouts.

A total of 423 people of the area have benefitted from the medical camp.

 

Awareness campaign on drug abuse

ITANAGAR, Oct 08:  In a noble initiative, Apatani Career Guidance Forum has conducted a free workshop on career options after Class X and XII cum awareness campaign on drug abuse at government higher secondary school Ziro on Saturday. Attending the programme deputy commissioner Lower Subansiri Taru Talo advised the participants to avail advantage of the workshop. He also suggested youths to refrain from unwanted activities like drug abuse. Large number of resource persons  including Dr Babam Budh Deputy Director APSACS, Dr. Amit Triparty Department of Zoology RGU, Moji Riba, Hod Mass Com RGU, Dr. Nani Tamang Jose Dy Registrar RGU and Dr. Tage Tada Chairman Apatani Career Forum delivered lecturers on drug abuse and other subjects.

 

PCDC appeals for infrastructure development fund

ITANAGAR, Oct 08:The Puroik Colony Development Committee (PCDC) organized a social service by repairing a hanging bridge over Papu River (Stream) near Puroik Colony, Naharlagun.

The Development Committee also urged the State Government to sanction sufficient fund for construction of motorable bridge, footpath and drainage system around the Colony. It also reminded the local MLA of his assurance to provide Rs.1 lakh for construction of the hanging bridge during Gumkum Gumpa Festival celebration last year.

 

‘Bandh passes off peacefully

YINGKIONG, Oct 08:  The 12 hours bandh called by the Upper Siang District Students Union at the district headquarters, Yingkiong passed off peacefully today.

There was no report of any bandh related incident from anywhere. All the business establishments, shops remained closed and private and commercial vehicles were off the road during the bandh period. Schools holding examinations were exempted from the bandh purview.

The SP along with police personnel conducted patrolling and kept constant vigilance over the situation to maintain law and order problem.

Meanwhile, the Deputy Commissioner Liyon Borang has declared the bandh illegal, illogical and un-justified as the issue so raised was not only a problem of Upper Siang but entire state, the DC stated. DIPRO

 

No more argument, says Forum

ITANAGAR, Oct 08: Appreciating the dynamic leadership of AAPSU president Takam Tatung, Rajiv Gandhi University Scholars Forum (RGUSF) in a release said that the Forum has no intention to defame the name of AAPSU and its leaders.

“How can we defame the name of AAPSU,” the Forum said adding “We respect  AAPSU and its constitution and salute the former leaders for their dedicated service.”  The Forum further said that it is also strongly voicing against flow of money in AAPSU election and discouraging it.

While reacting to the AAPSU statement Oct 3, the Forum, however, reiterated that the AAPSU president had made ‘insulting remarks’ against post graduate students in its federal assembly held recently. The Forum said it has just expected a word of regret from him for his remarks.

While quoting the famous saying of George W Bush - “Leadership to me means duty, honor, and country. It means character, and it means listening from time to time,”  the Forum, however,  said that it hopes for understanding, not for misunderstanding and more arguments on the subject.

 

Training prog on Auto-CAD

ITANAGAR, Oct 08: A two-week long training programme on “Auto CAD” commenced in administrative training institute, Naharlagun today. As many as 26 technical field officials like draftsman/JE/AE of various engineering and works departments are attending the programme which is being conducted under the 100 per cent course free sponsorship of DoPT, GoI under its plan training assistance for 2012-13.

The main objective of the course is to equip the technical and officials  on the IT application and  software for undertaking various building plans, designing  and drawing with the help of 2D and 3D computer based technology.

In his inaugural address, Director (training) Pema Tshetan encouraged the participants to take full advantage of this training programme which is being conducted with the help of faculty assistance of A to Z computer centre, Naharlagun.

Earlier, course coordinator T Lodo, Dy director (training) in his address highlighted the course content as well as other logistic arrangement made by the institute for smooth conduct of the training programme.

 

Wild Life Week concludes

Aalo Oct 08:  The week-long celebration of wild life week by Aalo Forest Division concluded after a series of attractive programmes at Echo Clubs of schools at various places on October 6 last.

The Divisional Forest Officer West Siang, Koj Rinya and her team of forest officers organized series of meetings at V.K.V Jirdin, SFS College and NMHSS Aalo of the need to protect and preserve wildlife to maintain balance in nature. Posters, banners, pamphlets and lectures on awareness on importance and preservation of wild life were infused into the young minds. DIPRO

 

DUC celebrates foundation day

ITANAGAR, Oct 08: Deed Youth Club foundation day cum 1st ever DYC Football Tournament 2012 was inaugurated by Parliamentary Secretary Likha Saaya and Likha Tejji, EAC Yupia at Deed General Ground on October 6.

The Parliamentary Secretary has sanctioned Rs 15 lakh for development infrastructure of the Club.

The opening match of the tournament was played between Palin Area Youth Welfare Association and Nampin Ajin Talo in which the latter beat the former by a margin of 2-1 goal, according to a DYC release.

Biodiversity and poverty

The three-year poverty eradication and biodiversity conservation project, led by the International Institute for Environment and Development (IIED) and the UN Environment Programme’s World Conservation Monitoring Centre (UNEP-WCMC) – is intended to ensure that policies to conserve nature and reduce poverty work in harmony.

It will help nations identify opportunities to build a business case for biodiversity as a key development asset through, for example, trade in biodiversity-based products and services, improved genetic diversity for agriculture, and green jobs in agriculture, forestry, fisheries, energy, and eco-tourism.

As part of the new strategy, countries have agreed to ‘address the underlying causes of biodiversity loss by mainstreaming biodiversity across government and society’. They also set a target that by 2020, at the latest, biodiversity values have been integrated into national and local development and poverty reduction strategies and planning processes and are being incorporated into national accounting, as appropriate, and reporting systems.

To help achieve this, on 9 October at the Convention on Biological Diversity (CBD), the project team will launch a diagnostic tool that enables policymakers to assess how far their countries have integrated biodiversity and development, and identify impacts, knowledge gaps and barriers to progress.

The Biodiversity Mainstreaming Diagnostic Tool will help countries to revise their National Biodiversity Strategies and Action Plans -- something all parties to the CBD have agreed to do by 2014. As part of the project, four African countries -- Botswana, Namibia, Seychelles and Uganda -- are already using the tool to update and strengthen their NBSAPs.

Capital Taxis need to be regulated

Dear Editor,

Through the columns of your esteemed daily, I would like to draw attention towards the un-symbolized local taxis which are plying in Capital city. In our Capital city local taxies are not having proper identity symbol for the tourist as well as local people. As per rules of Indian Motor Act 1988, Indian Motor Rule 1989 and Assam Motor Rule 2003, the registration plate should be yellow in colour and name of local taxi plates should be keep at top of the taxi.

Therefore, I would like to appeal the concerned authority or bodies to take action or ensure such an identification mark of local taxies for better service. Deputy Commissioner Capital Complex, Superintendent of Police Capital Complex, District Transport Officer, Regional Transport Officer, Capital Complex administration,  Road Safety Cell (Traffic Police), All Arunachal Public Motor Transport Federation and All Arunachal Public Motor Transport Workers Union should take some initiative.

What happened to Chief Minister Talent Award Schemes?

Dear Editor,

Though your esteemed daily, I want to ask state government, what happened to Chief Minister Talent Award Schemes? In completing of 25 years of statehood our state government launched CBSE Class X and XII Topper Awards Schemes.  As a topper of Dibang valley district I am waiting for last one year and half to get that award. We had already submitted our required documents in month of March 2012 at planning department Office, Itanagar. But till date there is no news from concerned authorities. If state government cannot afford such prizes, why they are issuing statement and giving commitment in news papers, magazines etc. The students of other district have got their prize in May month but we have not got yet. These types of partiality hurt our sentiment and emotion. Is Dibang Valley not a part of Arunachal? Therefore, I urge state government do not show partiality in any district as a citizen of country or state we have right to get what other district gets.

Bandh call not a solution

Dear Editor,

Through your esteemed daily I would like to make an appeal to the local M.L.A. of Doimukh constituency to find an amicable solution to the ongoing impasse regarding the shifting of Greenfield Airport. My appeal also goes to the BCIF, not to resort to bandh call. Being an intellectual forum you should try to call for a mass gathering between the local representative of the government i.e. M.L.A. and the general people of the area in a common platform. Bandh is no way a solution to the problems but a peaceful talk can really prove effective. Please go for a peaceful face to face talk instead of blaming and abusing each other. We the common people will surely appreciate if you do so.

Properly maintain Library

Dear Editor,

Through your esteemed daily, I would like to draw the attention of authority concern regarding stacking of binding news paper of reference section in the Directorate of Public library, govt. of Arunachal Pradesh. I visited the reference section of Public Library on 5th October 2012 around 10am for searching very important documents which was published a year ago i.e in the year 2010. I was surprised to see that the binding books cited above were kept in a very improper manner. It took me around two hours for searching the same and still I couldn't found the same. I went back home with utter disgrace and disappointment. Hence, I request the authority to advice the officials / officers to keep the above books in proper manner for the convenience of the esteemed readers. I hope that necessary action shall be taken with immediate effect.

Open letter to Banderdewa Circle Intellectual Forum  and state Govt

Dear Editor,

The word intellectual itself explain the working style of any party, groups, NGOs and other association. The intellectual works keeping in mind the interest of society in general. But I am particularly confused with Banderdewa Circle Intellectual forum (BCIF). First of all being from Banderdewa circle, their jurisdiction is within Banderdewa area only.   But it is noticed that during recent bandh call even places like Gumto and capital complex got affected which is not good. Some sections of society may be supporting them but working style of BCIF will lead even those supporters to leave them in future.

On 4th October during 48 hours bandh call by BCIF, I saw bandh call activist abusing those non-tribal and others publics who come from outside state and waiting for vehicles to come Itanagar at Banderdewa. The activists showed sticks and abused at them using unparliamentarily words. They even threatened those visitors who were about to go with police escort. So, I would like to appeal to the executive members of Banderdewa Circle Intellectual forum (BCIF) to advise their activists not  to target common public.

State government should come out for open discussion with members of BCIF and affected people of Hollongi regarding decision by AAI to suddenly shift airport from Banderdewa to Hollongi. They need to win people’s confidence before going for such big developmental projects. State Govt should arrange for a discussion between BCIF members with representatives of AAI and civil aviation authorities so that they can explain why Banderdewa-Karsingsa is not feasible. I think that if the concerned officials tell about the fact to the public in open discussion, it will satisfy BCIF members. But state govt. is not taking any such concrete decision to organize such type of meeting and they are not interested to end the bandh call. State govt officials have no problems because all of them have sufficient property and best mode of communication. Therefore it is the innocent public who are  victims of tussle between state govt. and BCIF.  In democratic form of govt. the government is for the people, of the people and by the people but our govt. never thinks for common public.

So, as citizen of Arunachal Pradesh I would like to appeal to the BCIF please keep the value of intellectual word and launch democratic movement in favour of your demand for establishment of airport at Banderdewa-Karsingsa within your association’s jurisdiction and let the capital complex be exempted from band call. Please don’t spoil the life of daily wage earners and labourers, vegetable vendor and others.  Also, state govt. should discuss with the agitators by using their party workers, publics  leaders and even MLA of 14th doimukh  constituency  for early amicable solution.
